There the one thing you would need is the developers private key. So if you wanted the game to point to a script that hooks after boot you could. If you could make the xbox link straight download like you can store items on windows you could make edits to the appx package and install it as well. Appx is simply a packaging of the software. The system then uses that to make the app or game once its dowloaded. Its how the entire console accepts a game or app. It will make the program right on the console. Then take your new appx bundle and use the appx bundle installer on the console. Yhen go into xbox add the local cert into the local cert folder on the console. You need xbox sdk to make programs that run on xbox or simply get the configs to make appx from exe.
